Background:

Project Description:
Land O'Lakes International Development is seeking candidates for the Chief of Party (COP) position for an anticipated Feed the Future Rwanda Orora Wihaze activitySustainable Food, Livestock, and Nutrition Activity. The objective of this activity is to increase smallholder farmer incomes, improve the nutritional status of Rwandan women and children, and increase the resilience of the livestock and food system to the changing climate. The objective of the Orora Wihaze activity is to sustainably increase the availability of, access to, and consumption of animal source foods in order to improve the dietary diversity scores of women of reproductive age (15-49 years), especially pregnant and lactating women and children between the ages of 6-23 months in poor rural households.
Position Summary:
The COP will provide overall strategic vision, management and direction, including 1) successful implementation of the project and achievement of results, on time and within budget; 2) supervision, mentoring and development of local and expatriate staff; 3) management of project workload including all financial, planning, administrative compliance and reporting, and monitoring and evaluation; and 4) representation of the project to the donor, relevant Government institutions, community groups, NGOs, and potential private-sector partners. The COP also identifies any issues and risks related to program implementation in a timely manner.
Reporting & Supervision:
It is anticipated that the COP will oversee a staff of host country employees, and potentially expatriates, depending on the scope of the project. S/he will report to Land O’Lakes’ Regional Program Director.
Required Skills and Qualifications:
· Master’s level degree in livestock, environment, natural resource management, rural development economics, or related field;
· Proven ability to manage a large-scale livestock development project;
· Ability to develop budgets, recruit short- and long-term staff, and manage a large, diverse team;
· Minimum 10 years of progressively responsible international work experience implementing multi-sector development programs;
· Demonstrated strong management and coordinating skills;
· Minimum 5 years of management experience of projects of similar complexity;
· Strong technical expertise in livestock development, and/or natural resources management, climate change, or nutrition;
· Preference for a familiarity with gender equality and climate resilience in livestock;
· Demonstrated ability to facilitate and establish private sector partnerships;
· Demonstrated knowledge of USAID rules and regulations. Experience managing a USAID funded program highly preferred;
· Preference for experience managing a USAID funded program in Africa;
· Superior command of English language writing and presentation skills;
· Ability to resolve sensitive and complicated work issues with senior level country counterparts, donor representatives, and senior-level staff; and
· A tactful, cordial and collegial personality is a plus.
