Position Title: Program Manager, Humanitarian Policy
Position Type: Full-time

Reporting to: Director, Humanitarian Policy
InterAction’s Humanitarian Policy and Practice (HPP) Team seeks to shape the policies that guide humanitarian response through the work of its Policy Team. InterAction is recruiting a Manager to work with the Director of Humanitarian Policy in representing the NGO voice in policy discussions and the development of humanitarian guidance. The Manager will help lead work in policy fora related to forced displacement, humanitarian reform and InterAction’s role within the Inter-Agency Standing Committee (IASC).
Responsibilities:
- Serve as InterAction’s IASC “focal point” and follow policy development at all levels, including the Principals, Deputies Forum, Working Group and Emergency Directors Group. Assist InterAction staff and members engaged in these groups to organize positions and prepare prior to meetings.
- Engage in selected IASC subsidiary bodies to ensure NGO field perspectives are translated into policy. Assist InterAction staff and members in identifying opportunities to engage in critical IASC policy development processes.
- Follow policy developments related to responding to forced displacement/humanitarian needs, including the implementation of the Global Compact on Refugees, the Comprehensive Refugee Response Framework and the United Nations’ “New Way of Working” initiative. Identify opportunities for InterAction and member organizations to engage in and influence relevant discussions and policy processes.
- Create opportunities for members to engage with policy makers and other leaders focused on improving the global response to forced displacement, humanitarian reform and other key policy topics, including through planning and organizing meetings and roundtable events.
- Assist the Director in supporting InterAction policy working groups, including the Refugee Policy Working Group.
- Research and draft papers, issue briefs, talking points and other written materials outlining InterAction perspectives and positions on relevant policy processes.
- Keep InterAction members apprised of activity within the IASC and other key humanitarian policy developments through regular briefings and written updates.
- Contribute to donor research, grant proposals, project and budget monitoring, and donor reporting for policy initiatives.
- Represent InterAction in external meetings and events as requested.
- Perform other duties as assigned.
Qualifications:
- At least five years of experience working for an NGO or international organization (preferably a mixture of program implementation and global policy-oriented work);
- Field experience highly desired, including working on coordinated, inter-agency humanitarian response;
- Solid knowledge of the humanitarian architecture and issues impacting the humanitarian response environment;
- Strong written, organizational and verbal communications skills, including presentation experience;
- Experience managing multi-stakeholder initiatives and relationships with external actors
· Excellent judgment in creative problem solving and proven interpersonal skills;
- Bachelor’s degree in related field; Master’s degree preferred;
- Availability for domestic and international travel.
