About the Position
Position Title: Senior Technical Advisor – Protection
Position Type: Full-time (subject to funding)
Location: Washington, DC
Travel: Up to 30% (primarily international)
Reporting to: Director of Protection

Key Responsibilities

  1. Lead InterAction’s Results-Based Protection initiative to strengthen results-based and outcome-oriented approaches to protection in situations of armed conflict, including:
    • Facilitating the ongoing development of the key elements of results-based protection,
    • Leading collaborative efforts and supporting NGOs and NGO consortia in the application of results-based approaches (i) in context-specific protection strategies, (ii) in relation to persistent protection concerns, and (iii) through organizational policies and guidance;
    • Encouraging uptake and innovation of results-based approaches by a diversity of actors; and
    • Ensuring documentation and dissemination of lessons and good practice.
  2. Manage core projects, project staff, and budgetary resources for successful achievement of strategic outcomes and timely fulfillment of deliverables in support of collaborative and collective NGO efforts, including by closely monitoring implementation, anticipating challenges, and adapting implementation plans as appropriate.
  3. Cultivate and manage relationships with practitioners and other strategic stakeholders with diverse areas of expertise, interests, and ways of working, including NGOs, NGO consortia, UN agencies, private and governmental donors, academics and other individual experts, as relevant to the targeted strategic outcomes of the protection team.
  4. In coordination with other InterAction staff, represent InterAction and its membership in relation to relevant external stakeholders, fora, and inter-agency coordination mechanisms.
  5. Collaborate with HPP team members to identify and develop connections between protection concerns, issues emerging in humanitarian crises, and HPP’s other priority issues and activities.
  6. Contribute to joint planning and execution of the protection team and HPP programs and initiatives.
  7. Contribute to the planning and execution of InterAction initiatives.
  8. Other responsibilities as assigned.

Qualifications
• Masters degree in a relevant field or equivalent work experience.
• At least 10 years program management experience, including leading teams and collaborative processes, managing program resources, ensuring fidelity to programmatic goals.
• Substantial operational experience developing and implementing influential and impactful protection strategies, including familiarity with preventative strategies for sexual and gender-based violence (SGBV). A strong orientation towards strategic outcomes and multi-disciplinary strategies is essential and a background in monitoring and evaluation is a plus.
• Familiarity with inter-agency coordination mechanisms and structures, including the IASC, Humanitarian Country Teams, Global Protection Cluster (GPC) and its Areas of Responsibility (AoRs), and the broader cluster system.
• Familiarity with international humanitarian law, human rights law, and refugee law.
• Strong conceptual and analytical thinking and ability to distill and communicate complex ideas orally and in writing, including confident presentation and public speaking abilities.
• Strong and effective facilitator, with experience and skills in designing and organizing events, such as workshops and policy roundtables.
• Effective problem-solving skills and creative, flexible, and adaptable approach to work responsibilities and programming strategies.
• Strong interpersonal skills and experience managing, facilitating, and representing the interests of diverse constituencies.
• Availability for domestic and international travel.
• Fluency in multiple languages is a plus.

Primary Relationships
As part of the protection team in the Humanitarian Policy and Practice (HPP) unit, the Senior Technical Advisor-Protection (STA) will lead a project team, work closely with other members of the protection and HPP teams, as well as InterAction’s Communications team. The STA will manage a diverse array of relationships with strategic stakeholders, including InterAction members and other NGOs and NGO consortia, donors, and a range of external experts.
