Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

In order to support the best informed process in the filling of the above-mentioned vacancy by direct selection, the ILO invites interested candidates to submit their application online by the above date.

The following are eligible to apply:

*The recruitment process for National Officer positions is subject to specific local recruitment and eligibility criteria.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade.

Introduction

The International Labour Organization (ILO) Country Office Ethiopia covers five countries: Ethiopia, Somalia, Djibouti, South Sudan and Sudan. Additional support is provided by the Decent Work Technical Team based in Cairo, Egypt; ILOs regional office for Africa and global technical backstopping units at the headquarters.

The ILO support for Somalia is articulated in the Draft Somalia Decent Work Country Programme (DWCP 2017-2019), which is aligned to the National Development Plan (NDP 2017-2019). As part of the implementation of the NDP (2017-2019) and to contribute towards achievement of the goal of decent work for all women and men, and attainment of the Sustainable Development Goals (SDGs), the ILO will implement a project, funded by the Swedish International Development Cooperation Agency (SIDA), with two thematic focuses in the Somali region: renewable energy and women’s economic empowerment.

This project seeks to address two complementary challenges to Somalia’s development: barriers to women’s full economic empowerment; and lack of access to affordable, renewably-sourced energy. Expanding access to energy in the country has the potential to increase the productivity and competitiveness of Somali women and men run/owned businesses, contribute to alleviating poverty (both of which could lead to increased investment), improve health and education outcomes, and bolster security. Women’s Economic Empowerment gives women the independence, confidence, and ability to transform their lives. There is a direct correlation between improvements in health, education, peace, and security and the eventual success of women entrepreneurs to catalyse change within their regions, clans, towns, and families. Developing women’s economic empowerment and renewable energy is critical in building wealth, creating jobs, and unleashing the potential for innovation that attracts investment and helps every nation develop.

The ILO seeks to recruit the services of a Project Officer – Women’s Economic Empowerment to support the PPDP Technical Officer to manage the implementation of the ILO Project on “PPDP for Renewable Energy Skills Training and Women’s Economic Development in Somalia”.

Reporting lines

Under the overall supervision of the Country Director for CO-Addis Ababa, the Project Officer will directly report to the project Technical Officer in charge of the PPDP project. The Project officer will work in close collaboration with ILO Women’s Entrepreneurship Development Programme (ILO-WED), ILO’s office in Nairobi and Addis Ababa, multi-lateral and bi-lateral donors, financial and non-financial business development service providers and civil society.

Description of Duties

The Project Officer – women’s economic empowerment will support the effective implementation of the project through the technical, efficient and timely execution of tasks in accordance with the policies, values and procedures of the ILO, overall guidance from the donor and alignment with Somali government strategic orientations. The incumbent will initiate, sustain and guide cooperation with key partners, in close collaboration with the technical officer and relevant ILO technical specialists to ensure that gender is mainstreamed in planning and project implementation to achieve the desired results.

He/She will:

  • Ensure a flow of regular and complete information on the status of the activities planned and implemented between the Project team in Somalia, ILO CO Addis Ababa and ILO-WED.
  • Participate in the organization of conferences, seminars, workshops, training sessions and meetings in collaboration with the technical support of experts and represent the project in various meetings, including technical working group committee meetings.
  • Organize and conduct technical missions in target regions, guide and advise national and international experts on site and remotely and ensure the proper and effective use of project resources.
  • Assist in the monitoring and coordination of research carried out by external collaborators and implementing partners.
  • Review project reporting timelines and assist in the preparation of relevant technical reports to donors and the steering committee.
  • Disseminate project information through publications and press releases and ensure good communication with all partners. Ensuring project visibility.Prepare budget estimates and expenditure forecasts by analysing and monitoring the situation of resources as compared to planned activities and making recommendations for remedial action.
  • Contribute to “one UN” harmonization processes; participate in specific clusters/working groups of the UN joint programme framework.
  • Liaise and co-ordinate with NGOs, other UN Agencies and government departments operating complementary activities and initiatives.
  • Perform other duties as assigned by the Technical Officer & the Director of the Office as part of the implementation of the project.

Knowledge building and management

  • Promote and undertake the documentation of good practices and synthesis of lessons learned
  • Facilitate effective networking and leveraging through partnership and collaboration with related government and non-government partners.
  • Supports capacity and knowledge building of government counterparts

Required qualifications

Education

First level university degree in a Social Science, Business Administration or Economics and any Specialization relevant to the project

Experience

At least one or two years of professional experience in local development, Women Economic Empowerment, private sector engagement and capacity building, renewable or power/utility generation.

Languages

Fluency in written and spoken English. Good knowledge of Somali.

  • Computer skills using all MS-Office applications
  • Demonstrates integrity and respect for UN, specifically ILO, standards at all times
