Position Summary

Consultant – PSEA Training Curricula and Materials

Homebased/working remotely (estimated 70 days / 560 hours of work to be undertaken May through Dec 1st, 2020). The work will be broken into 3 parts, as estimated below:
· Update Materials (to include consultations with Reference Group): 45 days/360 hours
· Roundtable discussion of materials with field-based colleagues: 10 days/80 hours
· Revision (based on input from the members): 15 days/150
Travel:**
Contingent on availability/possibility given current uncertainty from the Covid-19 pandemic. If possible, travel could be requested to facilitate field level input on the materials

Background
In 2013, InterAction published a Prevention of Sexual Exploitation and Abuse (PSEA) Basics Training Guide, designed to provide NGOs with three simple to use training modules which focus on the PSEA fundamentals, and can be easily adaptable to many locations. The content of the modules covers: (1) understanding SEA and upholding the Code of Conduct; (2) the importance of having a well-functioning reporting system; and (3) the basic elements that make up a community-based complaints mechanism. While this material is still useful and accurate, InterAction is updating and upgrading the materials to incorporate new content and adapt to the needs of NGOs conducting training in the field.
This year InterAction created a PSEA Reference Group made up of member organizations to review and revise InterAction’s current PSEA materials. Reference Group members identified multiple ways the materials should be updated to remain relevant to organizations using them in the field. Specifically, members noted that the content should be more survivor-centered, more clearly address power dynamics, as well as be more linguistically and culturally aware. In addition, the Reference Group identified a need to add an additional module on safe programming.
Scope and objectives of the consultancy
A comprehensive updating and upgrading of InterAction’s PSEA Training modules and materials, with a focus on field-based national and international humanitarian program managers and program officers.
This will include:
· Ensuring a survivor-centered approach and the integration of linguistic and cultural factors and considerations in the training design and materials;
· New modules on safe programming, investigations and CBCM; and
· Adaption of training modules design to incorporate new and dynamic adult learning methodologies and tools.
The process will include engaging an existing Reference Group of InterAction members to determine the exact content to be updated and upgraded and how. This Reference Group will provide technical advisory support on prevention and response to sexual exploitation and abuse and means of ensuring standards are fulfilled in humanitarian programming. Working with InterAction staff and members of the PSEA Reference Group, the consultant will hold virtual roundtables with field personnel to solicit input as part of the process.
The curriculum will be developed in plain language English, so that it easy and simple to translate. Once completed, these materials will be made widely and freely available for organizations training colleagues on PSEA.
Responsibilities and Deliverables
• In consultation with InterAction and the PSEA Reference Group, thoroughly assess existing training module design and materials and identify priorities to update and upgrade the modules and materials.
This should include identification of existing materials which can be enhanced, gaps to be addressed, and new materials and design elements to be created now. This may also include other materials or design elements which may be scheduled for development in the future. This prioritization, along with a projected workplan, should be presented in a brief inception report.
• Lead on and coordinate all activities to undertake the necessary updating and upgrading of material with the support of InterAction staff and in consultation with the PSEA Reference Group.
• Schedule discussions on key issues to be addressed, approaches to adult learning, and review of draft modules and materials with the PSEA Reference Group to ensure a consultative and collaborative process.
• Carry out consultations (to be convened virtually) with field-based managers and project officers based on draft materials to receive critical feedback feeding into finalization of materials.
Qualifications
· At least 5 years of professional work experience in design and development of curricula, interactive training modules, and supporting materials for humanitarian practitioners, including experience in designing case studies and mock scenario examples to be used for practical training.
· Familiarity and experience with impactful adult and experiential learning principles, methodologies, and techniques.
· Experience of interactive/innovative training approaches engaging humanitarian workers, including e-learning methodologies.
· Demonstrable track record in conducting successful workshops and training of trainers (ToT) for humanitarian practitioners working in humanitarian crises.
· Familiarity with the principles, standards, and operational challenges of prevention and response to sexual exploitation and abuse.
· An understanding of the role of language and culture in humanitarian crises, and in delivering trainings in diverse humanitarian contexts.
· Familiarity working with situations of armed conflict and understanding how the dynamics of humanitarian crises affect vulnerable populations.
· Excellent written and visual communication skills, including ability to present complex processes and issues clearly to a diverse audience.
· Advanced university degree in pedagogy, education, and/or other social sciences including humanitarian action, international development, human rights.
· Able to balance the need to work independently while collaborating closely with the InterAction team and other relevant actors.
· Fluency in English
