Introduction and background
PROSPECTS is a four-year innovative inter-agency partnership between the Government of Netherlands, the World Bank, IFC, ILO, UNHCR and UNICEF. The goal of the partnership will be to strengthen the socio-economic enabling environments of communities that host different forcibly displaced populations (IDPs and refugees) to ensure sustainable decent work, training and education opportunities, as the policy, legislative and regulatory frameworks facilitate this integration process.
ILO is implementing a range of interventions under this partnership in Somali and Tigray regions following the partnership area based model. As part of the process different assessment and diagnostics made by the ILO and PROSPECTS partnership in the area and showed that forced displacement is becoming protracted, expanded local work and income opportunities for hosts and refugees is emerging as a critical bridge between the humanitarian phase and durable solutions, for more resilience.
The ILO will lead intervention that targets strengthening labour market governance and ensuring that hosts and refugees have decent working conditions, while strengthening access to business development services, promoting entrepreneurship and cooperative development, as well as facilitating informal to formal access to financial services.
The enterprise portfolio under PROSPECTS project focuses on building the capacities of service providers, social partners and beneficiaries. The ILO implements the programme using a three-tier structure comprising Master Trainers, Trainers and the end beneficiaries – potential and existing entrepreneurs/ cooperative members.
ILO is standard setting when we come to developing different tools in the areas of enterprise development in the areas of entrepreneurship development and business development services (BDS), cooperative development and promotion and access to finance. The programme has recently updated and upgraded its inter-related packages to forced displacement settings as needed and make ready to contextualization and translation to local languages for immediate project needs.
Objective
The objective of the assignment is to adapt and translate the text of the Gender and Entrepreneurship Together (GET Ahead) entrepreneurship training programme, the foundational cooperative development training (think.coop and start coop), and financial education training packages (trainee’s guide) from English to Somali and Tigrigna languages to enable its use by the project that seeks to promote livelihoods among Somali and Eritrean refugees and their hosting communities in Ethiopia.
Scope of the assignment
The scope of the assignment includes the following
Adapt and contextualize the Gender and Entrepreneurship Together (GET Ahead) entrepreneurship training tools and translate them in to Tigrigna and Somali languages.
Translate think.coop and start coop, and financial education training packages and tools into Tigrigna and Somali languages
Timeline and key deliverables
The consultancy is expected to start by 30th November 2020 and take approximately 40 days to complete. The selected consultant will be expected to deliver high quality work within the stipulated timelines. COVID-19 limitations to carrying out consultancy will be taken into consideration.

Management arrangements
The Consultant will work under the overall authority of Mr. Alexio Musindo, Director ILO Country Office for Ethiopia, Djibouti, Somalia, Sudan and South Sudan and Special Representative to the AU and ECA. The consultant will receive direct supervision from the ILO-PROSPECTS Programme Manager in Ethiopia) and additional support from National Program Officer- ILO CO Addis. The consultant will get technical guidance from the Regional Technical Spec, Enterprise & Market Systems Development PROSPECTS. The technical experts bases in Geneva expert backstopping the project and based in ILO HQ will provide guidance when needed
Required skills/experience
● Post-graduate qualification in a relevant field (social science/ communication, business management, agricultural economics, finance and accounting economics, development studies, etc.).
● Proven previous experiences (personal/organizational) in adaptation and translation of Enterprise/ Entrepreneurship development tools, guidelines and manuals.
● Experience and good knowledge of the forced displacement settings and Ethiopia’s refugee response framework and approaches
● Knowledge of ILO’s enterprise development tools including SIYB, GET Ahead, cooperative development and financial education tools/manuals.
● Exceptional organizational and communication skills, ability to work independently in order to meet deadlines.

All data and information received from the ILO for the purpose of this assignment are to be treated confidentially and are only to be used in connection with the execution of these Terms of Reference. All intellectual property rights arising from the execution of these Terms of Reference are assigned to the ILO. The contents of written materials obtained and used in this assignment may not be disclosed to any third parties without the expressed advance written authorization of the ILO.
The present assignment is a consultancy under the standard terms and condition of external collaborator contract of the ILO. The desired timeline is to contract the external collaborator in November 30 and for the work to be conducted in December 2020 and January 2021. The contractual period will expire on February 28, 2020.
