About the Position:
Position Title: Program Manager, Humanitarian Policy

Reporting to: Director, Humanitarian Policy
InterAction’s Humanitarian Policy and Practice (HPP) Team seeks to shape the policies that shape and guide humanitarian response through the work of its Policy Team. InterAction is recruiting a Manager to work with the Director of Humanitarian Policy in developing collective policy positions among NGOs and representing the NGO voice in key policy discussions. The Manager will help lead work related to forced displacement and coordinate InterAction’s engagement within the Inter-Agency Standing Committee (IASC), among other topic areas.
Responsibilities:
IASC
- Serve as InterAction’s IASC “focal point” and follow policy development at all levels, including the Principals, Deputies Forum, Operational Policy and Advocacy (OPAG), Emergency Directors Group (EDG), and Results Groups (RGs).
- Assist InterAction staff and members engaged in these groups to organize positions and prepare prior to meetings.
- Engage in IASC Results Group 4: Humanitarian Development Collaboration to ensure NGO field perspectives are translated into
- Assist broader InterAction staff and members in identifying opportunities for them to engage in critical IASC and humanitarian policy development processes, including contributing to and reviewing humanitarian guidance.
- Follow overall policy developments and trends in the IASC and humanitarian sector of priority concern to NGOs. Research and draft papers, issue briefs, talking points and other written materials outlining InterAction perspectives and positions on relevant IASC developments and processes.
- Represent InterAction in external meetings and events as requested.
- Keep members apprised of IASC and humanitarian policy developments through regular written updates and/or briefings
Forced Displacement
- Manage InterAction’s Forced Displacement Working Group (FDWG) with guidance from the Organize and lead meetings and drive the group’s collective advocacy work.
- Follow policy developments related to forced displacement response including the Global Compact on Refugees (GCR), High-Level Panel on Internal Displacement, the World Bank Group (WBG) policies and approaches to forced displacement and contexts characterized by fragility, conflict and violence.
- Research and draft papers, issue briefs, talking points and other written materials outlining InterAction and NGO positions on relevant forced displacement policy processes.
- Create opportunities for members to engage with policy makers and other leaders focused on improving the global response to forced displacement, including through planning and organizing meetings and roundtable events.
- Represent InterAction in external meetings and events as requested.
- Perform other duties as assigned.
Qualifications:
- At least five years of experience working for an NGO or international organization (preferably a mixture of program implementation and global policy-oriented work);
- Field experience highly desired, including working on coordinated, inter-agency humanitarian response;
- Solid knowledge of the humanitarian architecture and issues impacting the humanitarian response environment;
- Deep understanding of forced displacement issues, and experience in refugee response or addressing internal displacement;
- Experience managing multi-stakeholder initiatives and relationships with external actors. Knowledge on key forced displacement stakeholders and how they operate including the UN Refugee Agency (UNHCR), US State Department’s Bureau of Population, Refugees and Migration (PRM), USAID’s Bureau for Humanitarian Assistance (BHA), and the WBG desirable;
- Strong written, organizational and verbal communications skills, including presentation experience;
- Excellent judgment in creative problem solving and proven interpersonal skills;
- Bachelor’s degree in related field; Master’s degree preferred but not required;
- Availability for domestic and international travel.
