Summary:
InterAction is soliciting Expression of Interest (EoI) from consultants to develop an online curriculum on the Settlements Approach Guidance Note [https://bit.ly/32Py6Bs], as well as the case study compendium [https://bit.ly/33bMEet].
The curriculum will be based on the Settlements Approach Guidance Note and the accompanying series of Webinars:
Background and objectives:
The Urban Settlements Working Group (USWG) aims to identify best practices and lessons learnt within the humanitarian response. It promotes multi-sector multi-stakeholder, whole of population approach in socially defined areas to increase impact and efficiency humanitarian responses. The USWG will continue to develop and promote best practices and tools to assist agencies. The proposed online training is one of the tools that will be available for practitioners, policy makers and donors to understand and apply the concepts in the Guidance note.
This USWG was formed and managed by Impact Initiatives (IMPACT), Catholic Relief Services (CRS) and InterAction, currently hosted under the Global Shelter Cluster, with over 50 agencies regularly participating in webinars, case studies, and consultations.
The course should improve the awareness and potential adaptation of humanitarian assistance by applying the Settlements Approach. It should clearly demonstrate the positive impacts of multi-stakeholder, multi-sectoral collaboration to the learners and their organizations. The course will cover and address all phases of the humanitarian response contexts and timeline, including preparedness, response, recovery, and coordination.
NOTE: The online course development will consist of curriculum development, graphics design, and Online Articulate Software development. This consultancy is for curriculum development.
Objective:
The online course will clearly convey the key concepts, definitions, and core components of the Settlements Approach. The course should improve the overall awareness of the Approach and encourage potential adaptation by humanitarian stakeholders, including but not limited to NGOs, policy makers, local governments, and donors.
The curriculum will:
· Present the concept and benefits of the Settlement Approach in humanitarian settings to the audience
· Strengthen the interest and uptake of the approach within established humanitarian community
· Showcase relevant case studies and lessons learnt from the settlement approaches application in various crisis contexts
· Provide a platform for practitioners to reflect on the content of the Guidance
· Identify priorities for stakeholders to further understand and adopt the Settlement Approach model, where appropriate
· The curriculum will follow a similar format to the guidance note, with each chapter forming one module. Additional introduction, and conclusion will form two separate shorter modules. The course must be interactive and include a short quiz for each content module and final quiz at the end of each chapter. It is expected that no significant new materials need to be developed but rather concisely reflecting the materials available in provided references.
The consultant will:
· In consultation with InterAction and USWG co-chairs, design an executive summary with introduction, overarching messages and key takeaways, specific sectoral highlights, advocacy points, conclusions, and references
· Document research outcomes and evidence on the impacts of applying SA with references to WASH, Environment, gender mainstreaming, protection, livelihood, physical and mental health, DRR, and other relevant issues throughout the course
· Research additional materials and infographics/animations as appropriate for inclusion in the course curriculum
· Design a short quiz/exercise to assess learners’ understanding of the material presented
· Initially present the course content as a storyline, and then create final outputs in the form of slides (similar to PowerPoint format) as defined by Articulate software requirements, accompanying slides with text for that narration that will be read by live voiceover
Incorporate all necessary graphics, included in the Wider Impacts publication as well as any new graphics as needed. Graphics development is not part of this consultancy; however, the consultant will have significant input
Design and fit the curriculum to fit approximately 25-30 minutes per module, with the overall course taking 120-150 minutes max to complete
Coordinate with InterAction, USWG co-chairs, and online course and graphics developers when the curriculum is converted with narration into an online course (not part of this consultancy). Work with external online course developer and ensure the curriculum is accurately reflected in the final course and all text, slides, narration, graphics, animation, and videos are synchronized
Facilitate and receive feedback on the draft curriculum and the final course from a peer review panel of experts in humanitarian response (supported by InterAction)
Estimated timeframe of the consultancy:
Overall consultancy will with part of the whole online course development process that include initial storyline and design approval, curriculum development, graphics, online Articulate course development, peer reviews, editing and final deliverable. Expected timeframe for the whole process is one year. Primary work on the curriculum development will be at the initial and final stages with online Articulate development taking more focus in the middle period. Consultant must be committed to complete the assignment.
Target Audience:
End products will be made available free of charge to humanitarian and development stakeholders, governments, donors, and academic/professional institutions.

· Consultancy will be awarded to single entity but could comprised of a team of a principal consultant supported by others
· It is expected that the total duration of effort will be around 50 working days for curriculum development, and 5 days for review and incorporation of comments of the final course
· It should be noted that the curriculum development and review phases will take place with an interval of 3-4 months during which time the curriculum will be converted to an online course in Articulate by an external E-learning company
· Additional graphics needs will be identified by the consultants
· The period of performance will start March 2022 with the aim to complete within 12 months
· This initiative is generously supported by USAID/BHA and BHA procurement guidelines will be followed.

· Links to prior research, publications, and work samples (1 page), if relevant.
· Detailed cost proposal (daily rate and total number of days) with breakdown of staff capacities and relevant resources including proposed timeline for curriculum development (1 page).
