The ILO and the UNEP Finance Initiative (UNEP FI) are looking for an individual or a team of consultants to develop just transition finance guidance for the banking and insurance industries.
The main objective of this project is to produce guidance and recommendations for practical actions that financial service providers in the banking and insurance industries can take to integrate the social dimension of the low-carbon transition, improve financial inclusion, and promote decent job creation through financial support and decision making and provide climate finance that “leaves no one behind.”
Responsibilities
The provider of the consultancy services will:
- Liaise with the UNEP FI and the ILO project leads;
- Undertake desktop research on financing a just transition especially as related to banking and insurance industries;
- Liaise with the Just Transition Consultative Committee, comprising UNEP FI members (banks and insurers), to identify practical measures of just transition support, examples of their implementation and to ensure the recommendations are feasible and possible to operationalize;
- Liaise with the Just Transition External Advisory Group, comprising partners defined by the ILO and the UNEP FI, to ensure that the report and its recommendations are aligned and up to date with the latest work being done on just transition finance;
- Organize three online workshops with the Just Transition Consultative Committee members and one workshop with the Just Transition External Advisory Group to discuss and validate the main findings of the report;
- Develop a draft report for internal review and for public consultations;
- Collect and integrate the feedback from the consultation processes and develop the final report on just transition finance in the banking and insurance industries.
Timeline and workload
The project is expected to start on March 1, 2023. The report containing the just transition guidance and recommendations will be launched at COP28 in November 2023. This means the main content of the final report will need to be finalized by September 6, 2023, to allow time for the publishing process.
A first draft is expected to be ready by June 20, 2023, to allow time for ample internal and external consultations.
Two workshops are expected to take place before May 31, 2023, and the last one once comments to the draft are collected and processed.

Interested candidates (individuals or teams) are invited to submit a proposal via socialfinance@ilo.org by February 1, 2023 (23:59 CET).
The proposal should include:
- Technical proposal containing a clear and comprehensive response to all requirements of the ToR. Tenderers must provide a general description of the approach and methodology they plan to implement to develop the guidance on just transition finance for banks and insurance activities including a proposed work plan.
- Financial proposal including detailed budget
- CV of the candidate or of all individual team members
- Date of the earliest availability to start the project
- References and information on previous work/projects related to financing a just transition
