The ILO requires the services of an engineering consultancy firm to carry out a “one-off” training
of the technical staff involved in the construction and supervision of works. The overall objective
of this assignment is to create a cadre of technical personnel who will be equipped with theoretical
and practical knowledge in construction and supervision of road construction works using
cobblestone paving as the basic design, and use of employment intensive methodology in the
execution.
The technical personnel will be in 2 categories:
· Public Sector technical staff, primarily Project Engineers from the Ministry of Public
Works, the Baidoa District Authority and other related technical departments, who will
be involved in supervising construction works executed by private sector contractors.
· Private sector technical staff, primarily construction site supervisors from prospective
construction companies, who will be involved in direct supervision of road construction
workers

The two categories of technical personnel will, after initial the training, participate in the primary
tasks of supervision of works, and be involved in on-job training of construction workers, under
overall guidance of ILO’s EIIP Engineers, supported by a project supervision consultant.
The immediate objectives of the assignment are:
i. Create supervision capacity of cobblestone road technology through technical
personnel selected from the public sector target Institutions (MoPW, SWS, BDA,
etc.) and from private construction companies’ site supervisors;
ii. Set up a pilot demonstration site, and conducting training for an estimated 20-25
participants;
iii. Create capacity for on-job training of semi-skilled and unskilled construction workers.

The course will be organized to run for 10 days over 3 weeks lapsed period, scheduled as
follows:
· Day 1 & 2: Pre-Training Profiles, Training Needs Assessment, Briefing on ILO ethical
standards and the behaviour it expects of project supervisor and contractors; Theory
training on Cobblestone technology design;
· Day 3-4: Environmental and social issues, Labour recruitment, labour management,
occupational safety & health, tools and equipment;
· Day 5: Practical Training- setting out,
· Day 6-9: Practical Training on laying of cobblestone (5 days);
· Day 10: Course Evaluation
