The Government of Somalia has been implementing road improvement programs as part of its transport policy. The programs have involved rehabilitation and maintenance of, trunk, urban and rural infrastructure. The ILO has been supporting the Government of Somalia to implement a number of project including infrastructure projects using the Local Resources Based Approaches (LRBA) also known as the Employment Intensive Investment Approach which maximizes the using of local resources including labour and material. This approach has the added advantage of maximizing employment creation opportunities in project design and implementation. This approach has been implemented in almost all the member states of Somalia.
Towards this end, the Project creating decent work opportunities for Somali IDPs, returnees and host communities through employment-intensive infrastructure improvement was developed in response to the Government’s initiatives on the Comprehensive Refugees Response Frameworks (CRRF) action contained in the Somalia National Development Plan and the Baidoa Strategic Development Plan to reintegrate IDPs and returnees into society. The project is co-financed by the German Federal Ministry for Economic Development (BMZ) through Kreditanstalt für Wiederaufbau (KfW) and implemented by the International Labour Organization (ILO), in partnership with the Federal Government of Somalia (FGS) and the Federal Member State (FMS) of South West State of Somalia.
The project aims to improve the socio-economic conditions for internally displaced persons (IDPs), returnees and host communities in the district of Baidoa, Somalia through improvement of infrastructure and creation of employment opportunities.
The project is expected to deliver a set of targeted and interlinked economic, social and environmental benefits as well as serve as a model for future replication. It will also promote a set of innovations, together with the local administration and institutions that will help create better living conditions for the IDPs returnees and the host communities. The overall goal of the project is to build social, and economic resilience of the targeted communities in Baidoa, reduce their vulnerabilities, promote gender perspectives and resilient livelihoods.
A portion of the fund will be used for the rehabilitation of approximately 13-20 km of road, rehabilitation of markets and construction of drainage structures in Baidoa town. Under the project, the roads will be constructed with a sub-base and a cobblestone surface material because of the employment potential along its value chain, improved side drains and solar powered street lights.
The project has gone through the preparatory, planning and design process. A feasibility study was undertaken between December 2019 and January 2020 to prioritize the list of infrastructure measures identified through participatory processes with the involvement of the IDPs, returning refugees and their host communities. A detailed design of Infrastructure projects was undertaken from October 2020 to February 2021.
The ILO requires the services of an engineering consultancy firm (hereinafter referred to as
“consultant”) to support the implementation and monitoring of infrastructure programme
measures, ensuring quality control of all steps and aspects of the process and results. The
consultant shall provide detailed engineering services to ensure that the construction works
are executed in accordance with the designs, drawings and specifications, to meet the required
standards. In this regard, this assignment will require a highly qualified engineering consulting
firm with knowledge and experience in labour-based road and buildings construction works to
undertake the tasks referred to as the ‘Scope of Services’ in the ToR.
For the purpose of defining deliverables, and without limiting the scope, the consultancy
services are divided into three (3) broad areas- 1)general project management/advisory,
2)contract management and technical supervision of works, and 3)training/capacity building of
MOPW and BDA.
General project management/advisory services
i. Review of plans, designs, drawings, Bills of Quantities (BoQs) and specifications of small infrastructure “quick win” projects that may be proposed by the partners, namely Ministry of Public Works and Baidoa District Authority (BDA);
ii. Review of the detailed design, drawings, specifications and Bills of Quantities for completeness, prior to the Tender process;
iii. Assist/support ILO and partners in organizing pre-tender briefing/site visits for all pre-qualified bidders, including but not limited to preparing briefs, preparing attendance register, recording all key points/questions raised, preparing a Question & Answer (Q&A) record during the briefing and the entire tender period, preparing responses to all questions and submitting to ILO for review and response;
iv. Assist/support ILO in evaluation of Tenders, specifically in analysis of the responsiveness of the bids, and analysis of the financial offers, with specific emphasis on commercial risk of the bids and fraud risk;
v. Review the labour recruitment system established under the Community Umbrella System (CUS), and ensure compliance by the contractors in application of the CUS system. In this regard, the ILO, MoPW, BDA and the CUS leadership will communicate to the consultant and the quota for returnees, IDPs and host community, disaggregated by gender and age group;
vi. Ensure the contractor(s) keep record of all employment contracts, attendance records, monthly payment vouchers for workers disaggregated data by status (IDP refugee etc.), sex and age at the site office
vii. The Consultant shall supervise the application of international rules and procedures, in particular the application of relevant environmental, social and health safeguards, including but not limited to:
· Check that all relevant ESHS aspects are duly covered in the contract documents. Ensure that the contractor(s) shall not commence any works unless the consultant is satisfied that appropriate measures are in place to address ESHS risks and impacts;
· Inform the contractor(s) that relevant sub-works shall not commence prior to the consultant´s approval and satisfaction of appropriate measures in place to address ESHS risks and impacts;
· If relevant, approve after due revision contractors’ Environmental and Social Management Plan (ESMP) and, during the execution of the works, instruct the contractor(s) to update the ESMP if it becomes necessary. The revised version shall highlight the new elements incorporated in the document;
· Supervise the contractors’ implementation of the ESMP and report on monthly on compliance with the ESMP and ESHS works requirements, including health and safety performance and in conformity with labour standards and working conditions.
· Document contractors’ non-conformances. Review and approve the contractor(s) proposals for remedial action/s and their timeframe for implementation. Follow-up on correction/remediation;
· Check if the contractor(s) provide instructions and trainings to workers, subcontractors and suppliers to ensure that they understand their respective ESHS requirements.
· Advise the contractor(s) on the ESHS risks and impacts of any design change proposals and the implications for compliance with ESMP, consent/permits and other relevant project requirements;
· Review the contractors’ monthly progress reports, and check if detected nonconformities are documented addressed by corrective actions; Documentation shall include a digital photograph and with captions to provide a visual illustration, explicitly indicating the location, date of inspection and the non-conformity in question;
· Follow-up on the resolution of any complaints or grievances in relation to ESHS;
· Inform the ILO on any ESHS related situation that might arise which could jeopardize the successful completion of the Project. Reflect such situations in the periodic reporting.
· Supervise that non-conformities are addressed through measures adapted to the severity of the situation and which include but are not limited to the suspension of (sub-) works and/or of payments in accordance with the contract.
viii. Support ILO, MoPW and BDA in the set-up and management of a Grievance Address Mechanism
The presumed duration of services is 12 work months over a 24 work month lapsed period.
